Foveate is just a fancy word for looking at something. The fovea is the tiny area of densely packed photoreceptors in the center of your retina; when you foveate, you rotate your eye in its socket to focus an image of the target object onto your fovea. Outside of the fovea, there are surprisingly few photoreceptors, just enough to perceive vague shapes and colors; your brain fills in the details to create the illusion of a complete and fully detailed world, even though your vision outside this tiny area is quite poor.
